On windows I see:
SampleLibrary.db which is an sqlite file at:
C:Users[myusername]AppDataRoamingDecidedlyDecentSampler

It seems to define the instruments under Browse.

There is also:
DecentSampler.xml
In the same folder that seems to define the File… menu
